The cheapest traffic available to almost any Indian website is not a new keyword. It is the thirty or forty queries where the site already ranks between eleven and twenty-five, getting impressions and almost no clicks. Those pages have already earned relevance. They need a push, not a rebuild.
Most sites never do this exercise because it is unglamorous and it does not produce a strategy deck. It produces a list. Here is how to make the list and what to do with it.
Pull the data properly
In Search Console, open the query report, set the window to the last three months, and enable the average position metric. Export it. Then filter to rows with position between eleven and twenty-five and impressions above some floor that makes sense for your size - fifty is a reasonable starting point for a small site.
What remains is your shortlist. On a typical Indian service site this is twenty to sixty queries. Sort by impressions descending, because impressions are the size of the prize.
Separate the three kinds of problem
Not every page-two ranking has the same cause, and the fix differs.
The first kind is a page that is relevant but thin: it mentions the topic in passing on a page about something else. The fix is a dedicated page, or a substantial dedicated section.
The second kind is a page that is right but under-supported: it is the correct page, it covers the topic properly, and it simply does not have enough internal links or external links pointing at it. The fix is linking, not writing.
The third kind is a mismatch: you are ranking with the wrong page entirely, usually the homepage or a blog post, while the correct service page is nowhere. The fix is internal linking and sometimes consolidation, and it is often the fastest win of the three.
Look at which URL is ranking before deciding what to do. This single check saves a great deal of wasted writing.
Check the ones that already rank well but get no clicks
While you have the export open, do the other half of the exercise: find queries where you rank in the top ten and the click-through rate is near zero. That is not a ranking problem, it is a title and description problem, and it is the fastest fix in all of SEO.
A page at position three with a generic title is leaking clicks every day to worse pages with better titles. Rewriting a title tag takes ten minutes and the effect shows up within a fortnight.
Prioritise by impressions and by distance
Between two queries, prefer the one with more impressions. Between two with similar impressions, prefer the one closer to position ten - moving from fourteen to nine is a much smaller job than moving from twenty-four to nine, and the click difference between eleven and nine is enormous compared with the difference between twenty-four and eighteen.
Do not touch anything below position thirty in this exercise. Those need a different kind of work.
Work in small batches and wait
Take the top eight items. Fix them. Then wait three to four weeks before judging, because rankings move slowly and a change measured after five days tells you nothing. Re-pull the export, see what moved, and take the next eight.
This rhythm - a small batch, a wait, a re-measure - is what separates SEO that compounds from SEO that is a series of unrelated projects.
Why this beats starting new content
A new page starts from zero: no history, no links, no demonstrated relevance. A page-two ranking starts with all of that already established. The effort-to-result ratio is not close. Most sites should exhaust their page-two list before commissioning a single new article, and most sites never look at the list at all.
Running this properly across a large site is a couple of days of work; if you want the list built and prioritised for you, an SEO expert in India will typically find more in the existing data than a content plan would produce in a quarter.
