Most SEO engagements in Mumbai are judged far too late. A business signs in April, looks at rankings in October, and only then discovers that six months of retainer bought a monthly PDF and very little else. The problem is not that SEO is slow — it is that the first ninety days have no agreed deliverables, so there is nothing to hold anybody to.
Here is what a serious first quarter looks like, broken into the three months, with the checkpoints that tell you whether the work is real.
Month one: find out what is actually broken
Nobody can plan a campaign for a site they have not crawled. Month one is diagnosis, and it should produce artefacts you can read, not adjectives.
A full crawl of every indexable URL, with the redirect chains, the canonical mismatches and the orphan pages listed explicitly. Mumbai sites that have been through two or three redesigns almost always carry a layer of old .html URLs that were never redirected properly, or were redirected to the homepage instead of the matching page — which is the same as deleting them.
Search Console needs to be verified properly, with both the URL-prefix property and, where the DNS is reachable, the domain property. Then pull ninety days of query data and separate it into three buckets: queries where the site ranks 1-10 and should defend, queries at 11-25 where a page already exists and is close, and queries with impressions but no ranking page at all. The middle bucket is where the first quarter's wins come from. A keyword sitting at 14 does not need a new page; it needs the page it already has to be better.
Month one should also settle the keyword-to-URL map. One page owns one intent. If three pages all half-target "SEO services Andheri", they are competing with each other, and no amount of link building fixes that.
Month two: fix the site, then earn the first links
Month two is where the diagnosis turns into commits. Title tags and meta descriptions rewritten against the mapped keyword, not against a template. Internal links added from the pages that already have authority into the pages that need it — this is the single most under-used lever on Indian service sites, where the blog often carries more crawl equity than the money pages and links to none of them.
Schema markup goes in properly here: LocalBusiness with a consistent NAP, Service markup on each service page, FAQPage where the questions are genuinely on the page. Marking up content that does not exist is a good way to get a manual action.
Link acquisition starts in month two, not month one, because pointing links at a page you are about to rewrite wastes them. The first links should be foundational — real business listings, industry directories, a handful of genuinely useful guest pieces. Volume is not the metric; whether the linking page gets crawled is.

Month three: measurement that survives scrutiny
By day ninety you should be able to answer four questions with data, not narrative.
Which mapped keywords moved, and by how many positions, against a baseline recorded in writing on day one. Which pages gained impressions in Search Console — impressions move before positions do, so a page climbing from 4,000 to 9,000 monthly impressions at a flat average position is genuine progress. Which technical issues were closed, with before-and-after crawl data. And which links went live, with the URLs, so anybody can check them.
That last one matters more than it sounds. A link that is reported but not verifiable is not a link. Ask for the live URLs and click three of them at random.
The uncomfortable part
Ninety days will usually not move a competitive head term like "SEO expert in Mumbai" into the top three. What it should move is everything underneath: long-tail queries, locality-plus-service combinations, and the average position across the whole mapped set. If the head term is still at 15 but forty supporting queries have moved from 30 to 18, the campaign is working exactly as it should. If nothing moved anywhere and the report talks about "building authority", the campaign is not working.
